Behavior of stadium visitors during football matches and other events organized by LLC "Professional Football Club "Kharkiv"
1. Introduction
- 1.1. These Rules (hereinafter referred to as the Rules) are based on the current legislation of Ukraine, relevant subordinate regulations and normative documents, and define the behavior of visitors on the territory of the Metalist Stadium complex (hereinafter referred to as the Stadium) before, during and after football matches and other mass events held by LLC "Professional Football Club "Kharkiv"" (hereinafter referred to as the Club) together with the Stadium.
- 1.2. Entry to the Stadium is permitted subject to visitors accepting and complying with these Rules, which apply for the entire time spent at the Stadium.
- 1.3. The Stadium and the Club cooperate with each other and with the relevant law enforcement agencies and public authorities to ensure public safety and public order before, during and after the match.
2. Visitors have the right to
- 2.1. Enter the Stadium premises upon presentation of one of the following documents:
- a ticket for the relevant match (single entry);
- a season ticket;
- an accreditation card of the established form for the duration of the event, including a list of permitted areas for persons with special functions;
- a vehicle access pass for entry to the Stadium territory and parking zones, and, if necessary, an additional identity document;
- an identification card of an employee of the Football Federation of Ukraine or the Professional League, if such right is explicitly indicated on the card.
- 2.2. Any other documents, identification cards, invitations or passes do not constitute grounds for entering the Stadium or attending the event unless expressly provided for by these Rules.
- 2.3. Take a seat in the sector and stand of the Stadium in accordance with the details specified on the ticket or season ticket.
- 2.3.1. Admission of visitors to the Stadium is allowed no earlier than 2 (two) hours before the start of the event, the start time of which is determined in advance and communicated to visitors through public announcements by the match organizer.
- 2.4. Use the services located at the Stadium, including storage lockers, restaurants, fast-food outlets, kiosks, cloakrooms, first-aid points, and sanitary facilities.
- 2.5. Support the chosen football club (team), individual players and coaches by all lawful means and forms of behavior.
- 2.6. Bring to the stands and use to support the match participants:
- official club merchandise;
- banners and flags up to 2×1.5 m in size, made of non-flammable materials, attached to flexible hollow plastic poles no longer than 1.5 m and no wider than 5 cm in diameter.
- 2.7. The Club and Stadium administration is not responsible for items lost or left behind while at the Stadium.
- 2.8. Receive additional information about events at the Stadium and beyond, as well as about competitions in other cities.
3. Visitors are obliged to
- 3.1. Comply with public order and generally accepted norms of behavior in society.
- 3.2. Present to the employees carrying out access control at the Stadium the following documents: tickets, season tickets, accreditation cards, vehicle access passes, and other documents specified in clause 2.1 of these Rules; if necessary, an additional identity document.
- 3.3. Agree to personal inspection by security staff at the entrance to the Stadium, sector or stand for the purpose of detecting prohibited items.
- 3.4. Take seats in the stands only in accordance with the details specified on the season ticket or ticket.
- 3.5. Show respect for national anthems, flags, and the symbols of states and clubs.
- 3.6. Treat Stadium property and the property of the clubs (teams) participating in the match with care.
- 3.7. Treat other visitors, match participants, referees, officials and security staff with respect.
- 3.8. Report violations of the Rules, suspicious actions, or persons who may pose a security threat to security representatives, stewards, police officers, and other responsible persons.
- 3.9. Immediately report any suspicious items, smoke or fire.
- 3.10. Promptly and accurately follow the instructions of persons responsible for order and safety at the Stadium.
- 3.11. When informed of an emergency, act according to the evacuation plan and the instructions of the persons ensuring order and safety, remain calm and do not create panic.
- 3.12. Deposit bulky or prohibited items at the storage locker.
- 3.12.1. A bulky item is any object whose dimensions exceed 25×25×25 cm.
4. Visitors are prohibited from
- 4.1. Entering the Stadium while under the influence of alcohol or drugs.
- 4.2. Smoking on the Stadium premises.
- 4.3. Consuming alcoholic beverages, except those purchased on the Stadium premises.
- 4.4. Invading the playing area, including:
- throwing any objects onto the field or toward footballers, referees, coaches, security staff or other visitors;
- entering the playing area, team areas, referees' area, match delegate area, technical area, announcer's room, match control room, dressing rooms, mixed zone, VIP sector, special technical stairways and other technical structures;
- entering the doping control room, areas for officials, corporate boxes or other special Stadium premises.
- 4.5. Lighting torches or bonfires, using pyrotechnic products regardless of type or purpose, or setting any objects on fire.
- 4.6. Using abusive, obscene or offensive expressions, gestures, songs, political slogans; chanting obscene or demeaning slogans; using threats or intimidation toward other visitors or match participants.
- 4.7. Shouting offensive, political or discriminatory slogans or songs about footballers, coaches, referees or other persons on national, religious or racial grounds.
- 4.8. Standing or sitting in aisles or on stairs during the match, creating obstacles to evacuation routes.
- 4.9. Standing on seats, climbing fences, railings or load-bearing structures of the Stadium.
- 4.10. Bringing animals or birds to the Stadium, except guide dogs for persons with disabilities.
- 4.11. Using professional photo and video equipment without administration permission.
- 4.12. Damaging the property of the Stadium, clubs, footballers, officials, visitors or their vehicles.
- 4.13. Making inscriptions and drawings on structures, buildings or facilities of the Stadium, or placing foreign objects near them without the Stadium management's permission.
- 4.14. Bringing the following into the Stadium:
- alcoholic beverages, narcotic and poisonous substances;
- items in packaging that could be used for throwing;
- weapons and items that may cause bodily harm;
- smoke grenades, firecrackers, flares and other pyrotechnic products; dyes and paints;
- flammable, highly flammable or explosive substances;
- radioactive materials;
- gas canisters with nerve-agent or tear-gas effects;
- laser devices;
- items larger than 25×25×25 cm (bulky items).
5. Liability for violations of the Rules
- 5.1. Persons who violate the Rules shall be held liable in accordance with the current legislation of Ukraine.
- 5.2. Competition organizers, authorized Stadium and/or home club representatives, and police officers have the right to remove from the Stadium any person who does not comply with the Rules and to decide that such person will not be admitted to the Stadium in the future.
- 5.3. Ticket scalping and resale for profit are prohibited. If ticket or season ticket resale is detected, Stadium/Club management has the right to cancel such tickets or season tickets without compensation and prohibit the owner from visiting the Stadium for a certain period.
- 5.4. In the event of a violation of the Rules, the Stadium/Club management may apply the following measures to the offender:
- a remark or warning;
- removal from the Stadium without refund of the ticket, season ticket or vehicle access pass price;
- temporary suspension or complete cancellation of the documents specified in clause 2.1 of these Rules;
- ban from visiting the Stadium for a period from 1 to 5 years.
6. Final provisions
- 6.1. The Rules come into force from the moment they are approved.
- 6.2. The Rules shall be communicated to Club and Stadium employees and visitors.
- 6.3. The Rules shall be coordinated with the relevant public authorities and law enforcement agencies.
